About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position overview

This position will be in the Substation Construction and Maintenance division within Southern California Edison’s (SCE) Transmission and Distribution (T&D) organization. The successful candidate will report to the Manager of Construction Field Forces and is directly responsible for supervising an electrical crew, consisting of 10 to 17 craft employees who perform construction and maintenance activities.

The Construction and Substation Supervisor is a key resource to preparing and implementing detailed construction plans, providing technical support, inspecting in progress and completed work as well as establishing and coordinating schedules and outages on a number of diverse and concurrent substation construction projects. This position is responsible to provide timely and effective leadership to the Substation, Construction & Maintenance (SC&M) organization and for achieving business unit goals and operational excellence.

The successful candidate is expected to ensure that all aspects directly related to the SC&M operations activities are optimized, including: resource utilization, crew productivity, safe work practices and compliance to customer communications protocol. The position is also responsible for meeting established goals as they relate directly to the SC&M organization.

Responsibilities may include:

  • Oversight of the preparation of construction documentation such as schedules, manpower estimates, outage requests, accident and incident investigations, inspection plans and reports, personnel evaluations.

  • Conducting job walks and project updates on substation construction projects.

  • Performing on-site constructability reviews.

  • Gathering information, analyzing data and providing detailed recommendations on construction methods and strategies, long range schedules and/or training requirements.

  • T&D safety policies and programs, as well as how to implement and enforce a safety program.

  • Ensuring appropriate training of subordinates, including career development.

  • Administering recognition and discipline.

  • Interfacing with subordinates, peers, and management regarding daily work activities.

  • Facilitating the availability of proper resources, tools, vehicles, materials and other equipment and the necessary training conducive to providing a safe working environment.

  • Conducting performance reviews, developing performance expectations, and providing developmental feedback and training to employees.

  • Interfacing, informing, negotiating and resolving issues and disputes with a number of diverse individuals and groups such as engineering, customers, clients, substation maintenance and test personnel, operations, outside suppliers, agencies and/or IBEW.

  • Applying the union agreement and handling labor relations and diversity issues.

  • Assuring accurate timekeeping/accounting (i.e., employee time off).

  • Performing frequent field operations and documenting safety information.

  • Assuring all safety bulletin/issues are understood and complied with.

  • Assuring periodic safety meetings are timely and of quality content.

  • Verifying SC&M planning action accuracy and timely updates.

  • Creating and maintaining a safety conscious work environment.

Qualifications

Minimum Qualifications

  • Must have five years or more years of combined experience performing or supervising substation construction.

  • Must possess a valid Driver’s License.

Desired qualifications

  • Bachelor Degree in Engineering or a technical discipline or an equivalent combination of education, training, and experience.

  • Typically possesses five years of supervisory and/or team leadership experience in a regulated utility environment.

  • Experienced with substation electrical construction and wiring.

  • Experienced with interpreting and performing inspections to specifications and drawings.

  • Experienced in the construction and/or maintenance, design, operation of substations.

  • Demonstrated experience with environmental compliance, safe work practices, construction/ maintenance methods, techniques, tools and equipment.

  • Has applied knowledge of distribution accounting, including timekeeping, accounting and completion of work order packages.

  • Demonstrated thorough knowledge of substation Electric Transmission System (ETS) standards, Substation Operations Manual, IBEW Collective Bargaining Agreement and the Accident Prevention Manual safety rules

  • Experience working with bargaining unit employees.

  • Has direct experience with the application of union agreement and handling labor relations and diversity issues.

  • Demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.

  • Demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.

  • Demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning.

  • Demonstrated experience using Microsoft Word, Excel, PowerPoint, Access, Visio, and Project.

Comments

  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • Position will require 25% traveling and being out in the field throughout the SCE service territory.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation.Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
