Position Overview

The successful candidate will be working in the Air Operations Department within Southern California Edison (SCE)’s Power Supply and Operational Services.

Typical Responsibilities:

  • Finalizes job site readiness, develops and submits congested area plans (CAP’s) for approval, ensures that applicable permits are filed and approved, consults with client work crews and coordinates external-load equipment, rigging, and ground support requirements. Supports the Flight Captain during field operations.

  • Consults with Aircraft Operations Assistant Chief Pilot or Chief Pilot, Manager of Flight Operations, AOC (on-duty Aircraft Operations Coordinator) and Maintenance Manager to ensure safety and compliance with standard operating procedures and project goals.

  • Coordinates multiple projects, evaluates project status and institutes changes as needed to maximize safety. Performs inspection and analysis of proposed work and ensures department policies and procedures, APM (Accident Prevention Manual) Rule 145, G.O. 95, G.O. 165 standards and applicable helicopter work methods and safe work practices are accomplished.

  • Maintains rigging and external load currency/qualification and seeks continuous improvement in the field. Maintains rigging equipment and supplies in a manner that promotes safety and effective industry best-practice field operations.

  • Conducts HD, IR and/or LiDAR flights for patrol and reconnaissance flights. Processes high definition video as needed for clients. Be a champion of the HD/IR program in actively promoting the benefits of the system to department and company team members and external agencies.

  • Acts as an Aircraft Operations Dispatcher – in coordination with Flight Operations Manager, Maintenance Supervisor, Assistant Chief Pilot, and the Chief Pilot, ensures safe and efficient scheduling of aircraft and pilots (resource allocation) in accordance with all applicable Department/Company policies and procedures, and State (e.g. CalTrans) and Federal (FAR’s) regulations so as to maximize internal customer outcomes and satisfaction

  • Performs all other duties and responsibilities as assigned.

Qualifications

Minimum Qualifications

  • Four (4) or more years of experience working within a rotorcraft external-load flight operations department in the utility industry, or military equivalent.

  • California Class A CDL with HAZMAT, cargo tank, and air brake endorsements (or the ability to attain such within 24 months of date of hire)

  • Knowledge and understanding of FAR Part 133 (External-Load and Congested Area) regulations (and the Federal Aviation Administration “Flight Standards Information Management System” [FSIMS 8900.1] related to possession and operation of an FAA Part 133 Operator Certificate) and operations, or military equivalent Helicopter External Load Operations.

Desired Qualifications

  • Bachelor’s Degree

  • Four (4) or more years of experience with industry-accepted best-practice approaches for the rigging of external loads to be lifted by helicopter. Includes demonstrating a thorough understanding of helicopter flight characteristics while performing external load operations.

  • FAA Dispatchers License, or a minimum of an FAA Commercial Pilots License with Instrument Rating. (Should the successful candidate not hold a valid FAA Dispatcher’s Certificate or equivalent substitute he/she will be expected to obtain such within 18 months of hire).

  • Four (4) or more years of experience in the performance of field site and landing zone (LZ) inspections, application of Helistop, Helipad and Heliport evaluation and certification criteria, conduct of pre-flight activity meetings (Tailboards), planning and filing of Congested Area Plans, and design, inspection/evaluation and procurement of external-load equipment/rigging (ropes, shackles, bags, hooks, etc.)

  • Three (3) or more years of experience as a “rigger” (helicopter external loads) with knowledge and demonstrated application of various hoist mechanisms, lines, hooks, knots, etc., used in the utility industry.

  • Experience with the application of various software packages such as ForeFlight, Trootrax, SAP, Google Earth Pro, Land Vision, etc. for use in flight following, planning of projects (e.g. polesets) and the filing/submission of Congested Area Plans to the FAA.

  • Three (3) or more years of experience in ground-based support of Human External Cargo (HEC) operations

  • Excellent business mastery, including the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks and safety appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.

  • Experience using written and verbal communication skills, including experience developing and presenting technical and business information in formal and informal settings.

  • Effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.

  • Strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning.

  • Ability to follow safety protocols and safe work practices commensurate with Edison Values.

  • Experience with small Unmanned Aerial Vehicles (UAV’s) and other remote sensing platforms and technologies (LiDAR, Thermal and Infrared Imaging, etc.) is a plus.

  • Experience with Microsoft Word, Access, and PowerPoint.

  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • The primary work location for this position is Chino, CA.

  • Position will require up to 30% traveling with overnight stays and being out in the field throughout the SCE service territory as well as out of state.

  • Relocation does not apply to this position.
