About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position Overview

The Project Engineer will be in the Project Engineering division within the Major Projects Organization in Transmission and Distribution organization. This position will coordinate all technical aspects of the project, operate in risk space, integrate significant technical information and make decisions in the role of chief technical advisor to the Project Manager (PM) on a project. The Project Engineer will ensure that all technical project scope elements are consistent with the project objective for major bulk power transmission / substation projects inside the regulated utility, including in-territory competitive FERC Order 1000 bids, review and advise on contract deliverables, resolve emerging technical issues, and provide risk informed oversight into the technical aspects of projects. The Project Engineer (PE) owns management of all technical risks over the project lifecycle. As such the PE is responsible for driving the value engineering in the project definition and scoping phase of the project. Technical leadership is a key operative in this job function and he/she may perform other duties and responsibilities as assigned.

Responsibilities may include:

  • Develop and/or coordinate development of bid documentation and project specifications using EPC, EPCm, DBB or other (hybrid) project execution models for major projects

  • Lead the review of technical bid evaluation for different project execution models and assist the PM in the development of contract

  • Advise the PM on disposition of contractor change orders and claims, from a technical perspective

  • Manage the progress of engineering commitments to ensure successful project completion

  • Develop scope, schedule and budget for work packages as assigned and directed by the Project Managers

  • Coordinate with Project Managers, Procurement and Construction groups and/or EPC contractor for successful completion of the projects

  • Ensure Safety, Environmental, Quality Assurance and Quality Control on assigned projects

  • Manage support during the construction phase of the project by responding to site queries, arranging appropriate resources and making decisions on technical issues.

  • Support value engineering efforts to improve cost effectiveness of major projects

Qualifications

Minimum Qualifications

  • Bachelor’s Degree in Engineering, or related technical discipline

  • 7 years combined experience in managing then engineering and design of major Transmission & Distribution infrastructure projects through the lifecycle of the project from inception through licensing and implementation.

Desired Qualifications

  • Master’s degree in engineering or technical discipline,

  • Certification in Project Management

  • Registered Professional Engineer in the State of California, preferred.

  • Typically possesses at least 10 years engineering, construction, project management and/or operations experience in Transmission and Distribution.

  • Typically possesses at least 3 years of experience in lump sum turnkey EPC contracting - creditable experience may include prior roles as owner's or contractor's project manager, project engineer or as an Owner's Engineer.

  • Demonstrated experience managing or supervising transmission and substation major project work ranging from electrical, civil, structural, apparatus, protection, planning, telecommunication, and geotechnical components.

  • Demonstrated experience understanding and evaluating input from subject matter experts in these areas as well as business drivers and constraints (including business/licensing risk, cost and schedule).

  • Demonstrated experience developing and/or coordinating development of the technical scope of work for each stage of a project (concept, licensing, execution, and turn over to operation) for an outsourced EPC/EPCm or a DBB project execution model.

  • Demonstrated experience leading the review of EPC contract technical deliverables, carefully balancing the need to provide comments to the contractor to ensure specification requirements are met versus providing direction that could expose SCE to risks that would otherwise reside with the contractor.

  • Demonstrated experience in utility regulation and licensing in CA including environmental permitting and monitoring.

  • Proficiency with MS Office suite (Word, Excel, and PowerPoint)

  • Excellent written and oral communications skills

Comments

  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • Position will require traveling and being out in the field throughout the SCE service territory.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation.Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
