About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. Position Overview

The Senior Program Analyst with be the lead analyst to oversee the Transmission Project Delivery – Construction Management (TPD-CM) contingent worker analyst staff. As a lead, this Analyst will lead a team of contract Analysts within TPD-CM and will be responsible for processes and training for the contingent analyst staff in order to improve productivity and increase efficiencies while managing an increasing workload volume. This position will provide complex analytical support and recommendations for the successful execution of major SCE transmission and programmatic projects being managed by TPD-CM. This position will create reports from in depth analysis of costs/scheduling and material status data. Perform analytical support activities related to: construction management, resource planning, scheduling, and regulatory compliance functions within TPD-CM. This position will report to the Transmission Project Delivery Manager and will be performing detailed and complex analysis with recommendations, tracking, forecasting, trending, data gathering, plan development, scheduling and operations. Will work collaboratively and provide details relating to construction activities, Road and Right of Way Operation and Maintenance/Project activities, Resource Planning activities, Performance Management activities, and Regulatory Compliance activities.

Typical Responsibilities:

  • Senior analytical support to Managers for special projects as assigned and in support of the TPD-CM Team / corporate goals

  • Provide analytical support and recommendations where forecasting, tracking, processing payment, research, data gathering, plan development and reporting is required relating to Transmission Road & Right-a-Way Operation & Maintenance, Capital Programs, and Storm activities. Work with Road and Right of Way Sr. Supervisors to resolve notifications to stay compliant on regulatory issues. Monitor and inform management of status of source road grading contracts to make sure adequate funding is available. Work with these contractors to oversee to make sure they are following payment process in supplier portal, SAP and ARIBA system.

  • Provide senior analytical support to Managers and Project Managers throughout the project life cycle with focused support to Transmissions’ major projects and programs.

  • Mitigation of issues with Project Managers, Estimators, Planners and Field Accounting, in order to ensure accurate and timely closure and reconciliation of projects. Expedite closure of service orders and sub-orders, and ensure all material and labor costs are reviewed by Field Accounting Office.

  • Act as lead, often with minimal oversight in the creation / documentation of processes / procedures, establishment of formal document control programs that are consistence with corporate guidelines and ensure execution on an ongoing basis.

  • Provide complex analytical support and recommendations for planning, scheduling, project status, work execution and all supported activities in TPD-CM and Regulatory Compliance to be executed across the enterprise.


Minimum Qualifications

  • Five or more years of experience in an analytical position.

  • Three or more years of experience with Microsoft Excel performing advanced functions such asVLOOKUP’s, pivot tables, filtering/sorting, charts and graphing.

  • Three or more years of experience performing detailed analysis, querying, investigating and resolving problems, drawing conclusions from complex data and information, and presenting results to management and key stakeholders.

  • Three or more years of experience using SAP.

Desired Qualifications

  • Bachelor Degree.

  • Proficient with Microsoft Project, Excel, Word, PowerPoint, Access, Visio, and Outlook.

  • Proficient in ARIBA, Supplier Portal or similar invoicing and purchase order software.

  • General knowledge of, and experience with regulatory requirements GO 95, GO128, GO165, and GO131D as it relates to Transmission.

  • General knowledge of project management and operational policies, procedures, and practices.

  • Must have strong oral and written communication skills, and be customer focused, to understand and appropriately respond to managers and stakeholder's business needs, and interface effectively and/or collaborate with others.

  • Project Management Certificate/Certification.

  • Detailed oriented and thorough.

  • Ability to take initiative and accountability for the accuracy of information and for achieving results.
