About Regulatory Affairs:
Regulatory Affairs is responsible for energy and environmental policy, establishing customer rates, preparing tariffs, and advocacy efforts with FERC, CPUC, and CEC. The FERC Rates and Market Integration Department provides internal analysis and guidance on a wide range of regulatory matters, including FERC regulatory requirements, policies, and precedents; California ISO tariffs and rates; existing FERC-jurisdictional agreements; and generator interconnection policies and contracts. The FERC Contract & Cost Analysis group manages the development and defense of SCE’s transmission rate and tariff filings at FERC. The group also develops wholesale distribution costs and rates, and manages compliance filings at FERC and the DOE.
This Advisor position will work with the Senior Manager of FERC Contract & Cost Analysis to develop cost of service analysis for providing distribution service to wholesale load customers and defend such analysis before the Federal Regulatory Energy Commission. Additionally, the Advisor position will support other various FERC-jurisdictional matters such as FERC Transmission Rate case (Formula Rate), FERC Balancing Accounts, and other ratemaking related issues. Quantitative skills and solid working knowledge of Excel spreadsheets is necessary.
Responsible for using Cost of Service methodology to calculate the rates to be charged to SCE’s Wholesale Load customers (e.g. municipal utilities).
Activities include reviewing power flow studies, estimating cost of transmission facilities to serve the Wholesale Load customer, establishing schedule and responsibilities to complete the analysis in a timely manner, perform data gathering and calculate the rates to assure recovery of the Company’s cost of providing the service.
Responsible for the development of the regulatory filings before the Federal Energy Regulatory Commission and defending the Wholesale Load rates and supporting analysis.
Support other various FERC-jurisdictional matters by seeking information from various departments and performing analysis to respond to data requests, validating cost information in transmission related balancing accounts, and evaluating FERC jurisdictional agreements regarding transmission service.
Bachelor’s degree in Engineering, Economics, Finance or Business
Seven years of regulatory and/or analytical experience
Experience with analysis in developing the cost of providing utility service including revenues, expenses and rate of return
Master’s Degree in Engineering, Economics, Finance, or Business
Experience with FERC regulations and ratemaking including the FERC System of accounts, cost of service principles, and public utility regulation
Professional Engineer Certification
Familiarity with utility electrical transmission and distribution systems
Experience in transmission field engineering or transmission contract management
The primary work location for this position is Rosemead, CA; however, the successful candidate may also be asked to travel for meetings to Washington, DC and Sacramento, CA and to customer sites as needed.
