About Energy & Environmental Policy
Energy & Environmental Policy (E&EP) is responsible for the analysis of federal and state energy and environmental policies, analyzing and assisting in the development of long-term environmental, energy and technology strategy, and directing case management for key regulatory proceedings.
This position will be an Advisor in the Customer Service Operations Regulatory Support group in the Energy & Environmental Policy department of Southern California Edison (SCE)’s Regulatory Affairs organization.
The Advisor will provide regulatory project management leadership for cross-functional teams of operational, strategy, regulatory, legal, and finance experts, and will be responsible for concurrently planning, developing, coordinating, and executing on regulatory strategies in support of regulatory proceedings before the California Public Utilities Commission (CPUC). This position will primarily perform case management for SCE’s Income-Qualified Programs (IQP): the Energy Savings Assistance (ESA) and California Alternative Rates for Energy (CARE) programs, and will support various other Customer Service-related regulatory proceedings as needed.
This position will concentrate on effective case management of highly complex and interrelated issues that will result in favorable regulatory outcomes that will be instrumental for SCE to achieve state energy policy goals deliver safe, reliable and affordable electricity and improve the overall customer service experience and customer satisfaction with SCE. The case management function requires cross-organizational project management and relationship management skills.
Because this role is strategically aligned with the operational and regulatory goals for SCE, Regulatory Affairs, and Customer Service, the Advisor will frequently and proactively interact with senior and executive SCE and CS management as well as external regulatory representatives including staff at various regulatory agencies.
Identify, develop, and resolve SCE operational and regulatory policies and strategies to be reflected in the various IQP and Customer Service-related proceedings.
Plan, prioritize, schedule, and other project management-related activities.
Development of regulatory documents such as Applications, Advice Letters, Direct and Rebuttal Testimony, and Comments.
Management of timely responses to discovery requests from CPUC Staff, other regulatory agencies, and other stakeholders.
Communication regarding status of Customer Service-related proceedings to SCE executives and internal and external stakeholders.
Preparation of witnesses and support for evidentiary hearings.
Analysis and communication of regulatory proposed and final decisions and resolutions.
Represents SCE with regulatory agencies, customer advocacy groups, other utilities, various governmental bodies, community/civic groups, etc.
Provides input and recommendations on issues in other regulatory proceedings with impacts on, or affected by, IQP.
Collaborates with Regulatory Affairs colleagues to achieve consistency on positions across regulatory proceedings
Bachelor’s Degree in Business, Public Policy, Public Administration, Economics, or related field of study.
Seven years of experience working on projects, preferably working at the project management level or similar cross-functional coordination, and/or strategic planning, and/or energy markets, and/or regulatory policy.
Experience analyzing and interpreting regulations, legislation or policies.
Experience communicating information to individuals, stakeholders and groups both verbally and in writing.
Ability to follow Edison safety protocols and safe work practices.
Experience developing regulatory documents such as Applications, Advice Letters, Direct and Rebuttal Testimony, and Comments.
Experience leading cross functional project teams.
Seven years of experience working in project management
Typically possesses three or more years of experience in regulatory affairs, operational programs, contact management, or function.
Electric utility industry experience.
Experience and passion for working low income energy or energy efficiency programs, case management
Demonstrated knowledge of state and federal regulatory and/or legislative functions and processes.
Demonstrated experience developing and delivering presentations to stakeholders and senior management.
Customer-focused to understand and respond appropriately to clients' business needs.
Demonstrated ability to take initiative, be accountable for individual results, and motivate self and others to set and achieve high performance standards.
Demonstrate strong organizational skills with high level of initiative and ability to effectively interface, collaborate, and partner with stakeholders, senior management, clients and team members to help drive solutions and ensure stakeholder buy-in.
Proficient with Microsoft Word, Excel, PowerPoint, Project, and Visio.
Must demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, manage information, and provide exceptional service to internal and external customers.

The primary work location for this position is Rosemead, CA;
Position will require up to travel between one a two times per month to San Diego or San Francisco as needed with occasional overnight travel.
