About Environmental Services
Southern California Edison’s Environmental Services Department (ESD) is a portfolio of divisions that provide environmental compliance services to all operating units across SCE. Within the ESD, the Major Environmental Projects Division (MEP) provides management of the planning, siting, licensing, permitting, construction, and consultant services for SCE electrical and other infrastructure projects throughout the project lifecycle. The Environmental Permitting and Program Management section within MEP (EPPM) manages the Renewable Generation and Customer Interconnections Program (RGIP).
The successful candidate will work as a Senior Environmental Program Manager/Senior Advisor (SA) for RGIP. He/she will train and advise staff on technical, compliance, and strategic matters, make project assignments to staff, and manage select high risk/visibility projects that require strong relationships between SCE and 3 rd party customers, the formulation of complex licensing/ exemption strategies under General Order 131-D, and collaboration with the CPUC and agencies. The SA will advise all levels of leadership within SCE on how projects meet state and federal environmental regulatory requirements.
The SA will provide interdisciplinary expertise in environmental regulatory frameworks including CEQA/NEPA and associated resource areas (e.g. Aesthetics, Agriculture, Air Quality, Biological Resources, Cultural Resources, Geology, Hazardous Materials, Hydrology, Land Use, Noise, Population, Recreation, Transportation, water quality, and other resources).
Provide expert environmental consultant services to T&D, Generation, Advanced Technologies, Regulatory Affairs, SCE Legal, Government Lands, and other organizations for environmental planning, permitting, licensing, and construction strategy and compliance, primarily for 3 rd party customer projects. Act as SCE environmental liaison with 3 rd party customers.
Provide consultation with SCE mid-level and senior leadership with respect to environmental compliance that guides SCE’s long term goals, including company goals for renewable energy interconnections and storage and load requirements of business customers.
Provide strategic recommendations and highlight risk regarding intent of environmental laws and regulations to support SCE project development and execution. Lead environmental review/ comment efforts on proposed legislation related to renewable energy resource management, interconnections, and grid of the future.
Continuously update strategies/processes/procedures to ensure consistency/standardization of approach across RGIP and ESD, while identifying innovative solutions for the program and on project-specific basis, in accordance with agency regulation to improve corporate environmental compliance effectiveness.
Manage select high visibility/high risk projects. Manage RGIP budget, schedules, work distribution to staff, train and guide staff on technical matters and strategies, prepare dashboards and trackers, and work closely with the section manager.
Minimum Qualifications :
Ten (10) or more years of environmental program, project, and/or environmental contract management experience of which seven (7) or more years are leading/implementing environmental requirements pursuant to local, state and federal regulations related to planning, siting, permitting, licensing, and construction of electric infrastructure projects.
Three (3) or more years of environmental project management experience related to renewable energy project development or customerinterconnection or renewable energy or energy storage projects to utility power grids, or development and construction of microgrid and distributed generation projects including planning phase work under California’s interconnection process, as well as collaboration with 3rd party customers for permitting and construction compliance.
Master’s degree in environmental studies
Advanced certifications in environmental studies
Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.
The primary work location for this position is Rosemead; however, the successful candidate may also be asked to work at the Pomona offices.
Position will require up to 50% traveling and being out in the field throughout the SCE service territory.
Relocation does not apply to this position.
